1. 1849 – Hermann Pokorny
He was a government servant in the Austrian State Administration, and probably born in Moravia. He began his work in the 1820s as a clerk (Konzipist) in the District Council (Kreisamt) in Brno and then became a commissioner in the District Council in Opava in the 1830s and 40s. He then worked as senior commissioner in the District Council in Cieszyn. He was appointed Royal Imperial provincial councillor and chief executive (Kreishauptmann) of the District Council in Cieszyn in July 1849.
Following this nomination, the title of honorary citizen was awarded to him at a meeting of Cieszyn Council on 30 August 1849. He received the title for his work as a district commissioner in Cieszyn for the good of the town and for improving its appearance. The Municipal Office prepared the diploma for 7 September 1849 and it was awarded to him in Cieszyn on 29 September by a municipal deputation.
