He was born in 1835, the son of mayor of Cieszyn and lawyer, Dr Ludwig Klucki, also a lawyer. He began working as a lawyer in 1864. He belonged to many associations such as Deutscher Lese- und Geselligkeitsverein. He was elected to the Town Council several times. After Johann Demel’s death Klucki took over his seat in the State Council. He died in 1916.
       Dr Ludwig Müller made the proposal for the title of honorary citizen of Cieszyn to be awarded to Klucki on the occasion of his fifty years’ work as a lawyer, which fell in May 1914.
