30. 1916 – Count Heinrich Larisch von Mönnich
He was a descendant of the most famous Silesian noble family, although born in Ebelsberg in Lower Austria in 1850. From an early age he managed the family’s estates in Cieszyn Silesia, which he later enlarged by buying property in Bohumin, Ráj-Darkov, Zebrzydowice and Šenov. He contributed in no small measure to the industrial development of his estates. After the death of his father he entered the Upper House of the Austrian State Council, and in 1886 was appointed district starosta (Landeshauptmann) of Austrian Silesia. In addition he was either the actual or honorary president of many associations in Cieszyn, for example the Red Cross. He died in 1918.
In June 1916 Count Larisch celebrated 30 years as starosta of Austrian Silesia. It was decided, in recognition of this event, that all the “German” municipalities would award him with the title of honorary citizen. The Cieszyn authorities received instructions concerning it in writing from the mayor of Opava and at the meeting of the Town Council of 2 June 1916 presented the proposal to award Larisch the title of honorary citizen of Cieszyn, which was upheld unanimously. A joint diploma announcing his honorary citizenship of all Silesian towns was drawn up in Opava on 26 June 1916. Larisch sent written thanks to Cieszyn Town Council, which were read out at the meeting of 25 August 1916, and at the beginning of the following year donated 3,400 crowns to the town for charitable purposes: 3000 crowns to help the needy and 400 crowns to the Catholic Women’s Association.
